He had to come all the way across the field to cover Diggs, who was in motion behind the offensive line. Just a good play call against a man defense.
He had nothing to do with that being a TD. He has to choose, Rudolph or Diggs. He stayed with his man.

Packers are limited in what they can do with Rodgers unable to scramble. Let's face it, he makes so many plays outside the pocket it's like they've cut their offense in half.
