Traditionally, punt returners are smaller/leaner because they need to wriggle through tight spaces and change directions very quickly. Janis is a downhill runner. He gets the ball and picks up a full head of steam and goes. He doesn't have the agility to be a punt returner.

Cook was a bad blocker even though he tried hard. Bennett is a good blocker. But yes, Cook is more athletic overall, especially with speed.
