I think it's adequate. The one area I think is questionable is the run defense. That wasn't really tested. They've put a lot of time and resources into their pass defense, but they didn't do much to bulk up their DL or ILB positions.
Anything's possible. But you're assuming there's two guys out there worth claiming or that a guy who is worth claiming actually reaches them before he is claimed by someone else. It is not easy for the Packers to claim someone decent. There are too many teams ahead of them with higher waiver priority.

I haven't interviewed them all. Most of them go home and continue to work out, hoping for a tryout somewhere. Some of them are urged by the Packers to stay in town. The Packers don't want them leaving because they might sign with someone else's practice squad. If they stay in town, the Packers figure it's more convenient for them to just stay and sign with them.

You could make that argument, but their starting OL is really good, so I'm not sure you can say that. I would say ILB is their weakest group and either WR or S is their strongest.

Someone will take a chance on him, but how he can get a shot and Kaepernick can't is beyond me. At least Kaepernick can run. I don't get the fascination with Osweiler. He is pretty smart though. He made $40 million.
Allison is going to be a good player. I think he's got the potential to have a very good year. There really aren't any teams with more than three good WRs. Franchise receivers and depth are what separate teams.

The NFL does monitor that and I'm guessing an agent can file a grievance if he thinks a team is stashing his player just to keep him away from another team. Granted, he's getting paid, but it's not supposed to happen that way.
Good question. I like Hill because he's smart and a good interview. It would be nice to have him around from a journalistic standpoint. DeAngelo Yancey is the same way.
