To be on PUP, you have to have started camp on PUP, like Vince Biegel. As long as he doesn't practice, he can remain on regular-season PUP, where he can't practice for a minimum of six weeks. IR is for anyone else you think is out for long term. If the player is put on IR after the 53 is established, he is eligible to return after eight weeks. Only two players can return from IR per year.
The NFL doesn't send out the complete list to all the teams until about 5:30. Once the NFL sends out the list, the Packers make it public. It's gamesmanship. I can't imagine it's ever made a difference in whether other teams make claims on their guys. It's what happens when you spend too much time in darkened rooms.
